The beginner should keepit in mind and should place in his collection only stampsthat are clean and sound in other respects. It is not desir-able to demand that every stamp must be mathematicallycentered. Many stamps may never be obtained in thiscondition and even the very modern issues may notalways be so obtained. If we should eliminate all stampsthat were centered a little to the right or left, stampcollecting would not be possible at all. However, amodern stamp that is so badly off center as to have theperforations running through the design need not be ac-cepted and you will not be required to do so. |
