From August 16, 1842 the government operatedin New York City the United States City Despatch Postfor which it issued and used postage stamps. (This localpost was continued in New York City certainly as lateas 1850 and probably longer. It had its counterpart inPhiladelphia from 1849.)
With the establishment of uniform postage rateseffective July 1, 1845, Robert H. Morris, postmaster ofNew York City took it upon himself to issue his ownpostage stamps. These bore a portrait of George Wash-ington and were printed from line engraved plates. Byarrangement with other postmasters Mr. Morris' postagestamps were generally accepted as evidence of prepay-ment of postage. Other postmasters, in other cities, fol-lowed Mr. Morris' lead and issued their own stampsalthough few were as elaborate productions as the NewYork stamp.
