As new governments come into being, new stampsalmost immediately follow, for the potential source ofprofit from the sale of attractive stamps to collectors iswidely appreciated.
Such issues are not to be confused with the semi-postalstamps which are a nuisance of no small proportions tomany collectors. Mostly such stamps are very beautifuland have a very strong sales appeal to youngsters andembryo collectors.
So far we have only discussed stamps that are usedfor regular postage purposes. There are still many differ-ent kinds of stamps to provide for the various servicesperformed by a modern postal system. The United States,for instance, has issued stamps for postage due, specialdelivery, registration, parcel post, special handling, parcelpost postage due, newspapers, carriers and airmail. Someof these are in current use. Other purposes for whichstamps have been issued by various countries are forpostal tax, war tax, use of government departments(also once issued by the U.S.) and other similar func-tions of the post office that require special accountingof funds received from these services. It is easy to seehow the use of special stamps simplifies bookkeeping.
